Programs/Projects – Technical Working Group
In 2001, the State Education Office (SEO) assumed the responsibility of reviewing and recommending revisions in the Uniform Per Student Funding Formula (UPSFF), and formally established a Technical Working Group (TWG) to advise and assist the State Education Office in carrying out its responsibilities. The group includes representatives of the District of Columbia Public School (DCPS) system; the DC Public Charter School Board (DCPCSB); the DC Board of Education Chartering Authority; the DC Council Committee on Education, Libraries and Recreation; the Office of the Mayor, the Office of the Chief Financial Officer, and the public. Currently, the Office of the State Superintendent of Education (OSSE), formerly the SEO, is assisted from time to time by selected individuals having the specialized technical and program knowledge and skills that could contribute substantially to the quality of the work in a particular area of consideration. The TWG is a core group of people selected to advise the OSSE.
The Policy Research and Analysis Department of the OSSE convenes the meetings of this group at least two to four times each year. The members of this group advise the OSSE on areas related to:
- The adequacy of all current and proposed formula provisions, including the foundation amount
- Grade-level adjustments to the foundation amount, including those related to students enrolled in early childhood education and adult students
- Adjustments for summer school participation
- Adjustments for facilities costs for public charter schools
- Add-on weights for students with special needs, students who do not meet minimum literacy standards, and students for whom the school provides residential accommodations
- Tuition rates for non-resident students attending schools in the District
