All Charter School Program grants will be awarded on a competitive basis taking into consideration the following factors:

• The proposed goals and objectives of the project set forth in the application; and
• The population being served by the school

An eligible applicant receiving a grant under this program may use the grant funds only for:

• Planning and design of the educational program, which may include:
  • Refinement of the desired educational results and of the methods for measuring progress toward achieving those results; and
  • Professional development of board members, teachers, and other staff who will work in the charter school
    
• Initial implementation of the public charter school, which may include:
  •  Informing the community about the school;
  • Acquiring necessary equipment and educational materials;
  • Acquiring or developing curriculum materials; and
  • Other initial start-up costs that cannot be met from state or local funding
