I Completed my Teacher/School Administrator Program at an Institution Located Outside the US
License seekers, who completed their educational teacher preparation program at a college or university located outside of the US, must apply for licensure by way of the Form-7 (F-7) application process. To obtain and complete the application, you may download the application from our website or if you do not have access to the internet you may contact our office to request an application by mail.
Prior to filling the F-7 application with this office, individuals with foreign educational preparation must obtain an official equivalency evaluation report which has been completed by one of the recognized organizations listed below. In some instances when an individual submits a foreign credential evaluation from an organization that is not listed below, that evaluation may be accepted by this office. However, that organization MUST be recognized by the educator licensing/certification department in the State where [that] organization resides. A proper foreign equivalency evaluation includes: a US equivalency summary statement; a course by course listing with the grade earned and number of semester credit completed for each course taken; degrees earned, educator license(s) held, and an articulation of any additional information which may be applicable towards gaining a teaching license in the US.
This office recognizes and accepts foreign credential evaluations conducted by current members of the National Association of Credential Evaluation Services (
naces.org). These organizations are private enterprises that charge a fee for their services. Individuals pursuing a foreign transcript evaluation must follow the procedures outlined by the organization providing the evaluation.

Is reciprocity extended to internationally prepared license holders?
The District of Columbia is a participating state jurisdiction in the NASDTEC Interstate Reciprocity Agreement. This agreement provides immediate temporary (at least two years) access to practice to those individuals who hold an eligible license issued in another member jurisdiction and has also completed a higher education institution based approved teacher education program. The license we issue under this agreement is the “Out of State (OS) Provisional License” and is valid for a period of up to three years. During this period, individuals must meet any ancillary requirements established by the District of Columbia to obtain the full license. The only additional requirement(s) we hold individuals for is the state licensure exams. In addition to this agreement, there is a Superintendent’s Directive that is associated to the state licensure exam requirements that provides a test waiver for individuals who meet the requirements of the reciprocity agreement. This waiver requires that the individual holds the highest level of license issued by a jurisdiction other than the District of Columbia and official documentation showing successful completion of three years of acceptable teaching experience completed within the previous seven years.
Given the state policy structure described above, there is no formal agreement or reciprocity articulation for individuals who are trained to teach in a foreign country that provides immediate temporary access to practice. However, we have administratively extended the reciprocity criteria to foreign applicants which allows us to issue an ‘OS’ provisional license; although, we generally do not apply the testing waiver directive to foreign applicants.
Requirements for certification in elementary and early childhood education:
- Holds a conferred BA degree earned at a regionally accredited institution of higher education
- Has completed a state-approved teacher education program with a concentration in elementary and/or early childhood education through an institution of higher education accredited to prepare teachers
- Has achieved qualifying scores for all portions of the Praxis I–PreProfessional Skills Test and all applicable Praxis II–Subject Assessments for elementary or early childhood education.
Requirements for certification in core academic subjects (Math, English, Science, Social Studies, etc):
- Holds a conferred BA degree earned at a regionally accredited institution of higher education
- Has earned a degree or equivalent (e.g. 33 semester hours) of specific content in the subject of the license being sought
- Has completed a state-approved teacher education program in the subject area of the license being sought through an institution of higher education accredited to prepare teachers
- Has achieved qualifying scores for all portions of the Praxis I–PreProfessional Skills Test and all applicable Praxis II–Subject Assessments for the area of the license being sought in the District of Columbia.
