Higher Education Financial Services (HEFS) DC Adoption Scholarship (DCAS)   DCAS was authorized by the Adoption Voucher Act of 2001. The Act appropriated a federal payment of $1 million to establish a scholarship fund for the postsecondary education of District of Columbia children who were adopted on, or after, October 1, 2001; and/or children who lost one or both parents as a result of the events of September 11, 2001.
