Higher Education Financial Services and Preparatory Programs (HEFS & P2)
 
The Office of the State Superintendent of Education's (OSSE) Higher Education Financial Services and  Preparatory Programs (HEFS & P2) administers all of the District of Columbia’s state level higher education grant programs: DC Tuition Assistance Program (DCTAG), DC Leveraging Educational Assistance Partnership (DCLEAP) and DC Mayoral Valedictorian Program (DCMVP) in additional to two merit based national grants.
 

The DC OneApp is the District’s online application that District students will use to apply for all except two merit based programs–the Robert C. Byrd Honors Scholarship and the United States Senate Youth Program (USSYP).These merit-based programs have separate applications that are available in District high schools.

 

Completing the DC OneApp is a three-step process that requires:   

 

1 Completing the DC OneApp at dconeapp

    2 Completing the FAFSA at fafsa.ed.gov

        3 Providing the DC OneApp supporting documents*

 

All required supporting documents must be mailed or delivered to HEFS & P2 at the same time. Incomplete documents will not be accepted. Like the FAFSA, completing the DC OneApp and submitting all required supporting documents must be done every year.
